Citizens' Deception: Expert Criticizes OSBB Reform in Ukraine.


Ukrainian expert on housing and communal services Oleg Popenko strongly criticizes the reform of associations of co-owners of multi-apartment buildings (OSBB) in Ukraine, calling it a "deception" for citizens.
In his video review dated September 23, 2024, Popenko states: "We were told that this is your property, but they refuse to comply with the law on major repairs and bringing the building to the proper condition."
The expert emphasizes that OSBBs do not have real powers and responsibilities: "OSBB cannot be the owner of the building, is not an economic entity, balance holder or service provider. In essence, the association solves nothing".
According to Popenko, the OSBB reform did not address the main problems of the housing stock in Ukraine: "We have 40% of all state assets in the form of housing stock. We have serious problems with housing stock that cannot be resolved. We have a housing stock without documents, without land, without anything."
The expert also notes that the creation of OSBBs does not guarantee effective building management: "Are they praising themselves? Yes, we are owners, everything is fine with us, we can solve everything in the building. Damn, I spent 4 years in my building to create order".
Oleg Popenko calls for a review of approaches to reforming housing and communal services and creating effective management mechanisms for multi-apartment buildings in Ukraine.
