Putin commanded to 'celebrate victory over Ukraine', - HUR.

The Main Intelligence Directorate of the Ministry of Defense of Ukraine reported on the intensification of Russian propaganda efforts aimed at destabilizing the situation in Ukraine and undermining international support. According to intelligence, this campaign is being conducted under direct orders from the Kremlin.

Russian special services are disseminating a series of disinformation narratives. 'The West has betrayed Ukraine', 'The USA and Russia have conspired behind Ukraine's back', 'The Ukrainian government is illegitimate' – these are just some of the key messages being promoted by hostile propaganda. Special attention is paid to the dissemination of fakes about the embezzlement of Western aid and the defeats of the Ukrainian army at the front.

According to HUR, Russia plans to announce its 'victory' in the war against Ukraine by the third anniversary of the full-scale invasion – February 24, 2025. Notably, the Kremlin may also declare 'victory over NATO', as it has long portrayed the conflict as a confrontation with the Alliance.

Russian special services are particularly focused on the bilateral meeting of US and Russian delegations on February 18, 2025, in Saudi Arabia. The Kremlin is trying to exploit the diplomatic efforts of the new American administration in its undermining information-psychological operations.

Intelligence emphasizes that one of the main tasks of the new propaganda campaign is Russia's attempt to mask its status as an international pariah and war criminal, presenting itself as a 'constructive party to the conflict' ready for peaceful resolution.

As part of this campaign, Russian special services are also actively attacking Ukraine's European partners, who continue to increase their support. Such countries are cynically referred to by the Kremlin as 'enemies of peace', attempting to discredit their position on the international stage.
