Ukrainians are being charged for destroyed housing: how to avoid paying utility bills.


Recently, Ukrainians were informed about how to avoid paying for utilities if their housing was destroyed. Vitalia Kucherenko, an 84-year-old woman from Kherson region, who was forced to leave her native village due to the destruction of her house, shared her experience with media representatives.
Many people who lost their homes due to the war have issues with paying utility bills. They continue to receive bills for gas, electricity, water, and other services, even if they do not use them.
According to the law 'On Housing and Communal Services', people who do not use utility services for a month may not have to pay for them, if this is confirmed by the relevant documents. In addition, the law provides the possibility of reducing payments if the services were provided poorly or not received at all.
Recommendations for affected persons:
- Confirm your place of residence at the new address through the Administrative Services Center or local authorities.
- Contact the utility company requesting to recalibrate your debts for unreceived services.
A law has been adopted to exempt payment for utility services for individuals whose housing has been damaged or destroyed. However, some citizens still face issues with double payments for gas.
