Ukraine is preparing a new payment system in the Armed Forces based on the example of the USA.


The Armed Forces of Ukraine are planning a reform of the monetary provision system for servicemen in order to increase motivation and staff attachment to the army. This information is provided in the Draft Strategy for attracting, developing, and retaining human capital in the defense forces of Ukraine until 2027, as reported by Ukrainian Military Pages.
The new monetary provision system will be based on a basic rate, which will depend on the military rank. This reform is part of a comprehensive approach to solving problems such as the imperfection of the housing provision system for servicemen, the lack of socio-economic facilities in military towns, and the ineffective monetary compensation system for housing rental.
An operational working group of the General Staff considered various monetary provision systems of the armed forces of many countries and proposed using the American model as a basic guideline for developing a promising personnel management system for the Armed Forces of Ukraine. This idea was expressed in September 2019.
Among the reforms, it is planned to improve the system of special payments and rewards for the performance of combat and special tasks. Updating the compensation system for housing rental is also an important aspect of this reform. The new system will take into account various factors, such as the number of family members, place of residence, and military rank.
It is expected that the new system will be more flexible and effective, considering the peculiarities of service in the Armed Forces of Ukraine, the hierarchy of military ranks, and service terms. Approval of the strategy may occur by the end of September, and proposals regarding the draft are accepted at the specified email within 15 working days from the date of publication.
