The register of debtors in Ukraine has sharply increased: what are they unwilling to pay for.

The number of debtors in Ukraine has grown to nearly nine million people, according to the Unified Register of Debtors. From December 2024 to March 2025, over 164,000 new debtors were registered.

According to financial analytics experts, the increase in the debt register was 164,304 new cases, or 1.9%. In comparison, the register increased by 4.2% over six months.

Most often, Ukrainians end up in the register due to unpaid fines for traffic violations - 1.9 million people or 21.4% of the total. Another 20% consist of debts for administrative offenses - over 1.8 million people. Recoveries in favor of the state budget account for 18% or 1.6 million people.

The number of special confiscations has increased by 14%, meaning the seizure of property based on judicial decisions in criminal cases. The recovery of items related to offenses has increased by 7%. Recoveries of property according to executive documents have also risen by 9%.

The highest number of debtors is in the Dnipropetrovsk region - 973,185 people or 11%. Kyiv ranked second with 633,286 debtors (7%), and in third place is Kharkiv region with 620,211 debtors (also 7%). Significant amounts of debt are also recorded in Odesa region (525,210 people) and in Donbas (521,062 people).
